Pelicans covered in oil after Port of Brisbane spill

Pelicans have been found covered in oil as authorities race to contain a spill in the Port of Brisbane.

The Queensland transport minister, Scott Emerson, said the oil had been spotted along a 1,400-metre stretch of the wharf, but had not spread to the channel.

He said authorities had identified the vessel believed to be responsible for the spill of between five and 10 tonnes of heavy oil.

Booms will be used to contain the oil before it is skimmed off. Emerson said it could take up to a week to clean it up.

"We have had sightings of pelicans being affected by the oil ? and other wildlife, other birdlife," he said.

The spill could expose individuals to fines of up to $550,000, or $11m for a company, plus clean-up costs.

Port operations are unaffected.

(AP) ? Newly released surveillance photos show former New England Patriot Aaron Hernandez holding what authorities say appears to be a gun, shortly after his friend was shot to death.

The photos taken from Hernandez's home surveillance system are contained in more than 100 pages of court records released Thursday.

Hernandez has pleaded not guilty to murder in the death of 27-year-old Odin Lloyd, whose body was found June 17 near Hernandez's home.

An affidavit says the pictures show Hernandez in his basement holding a gun not long after Lloyd was killed. The surveillance was cut off within minutes.

Other photos show what authorities say is Hernandez in his living room before Lloyd's killing also holding what they believe is a gun.

Police say Lloyd was killed with a .45 caliber gun, but it has not been recovered.

A judge rescheduled a probable cause hearing for former New England Patriots tight end Aaron Hernandez to give prosecutors more time to present evidence to a grand jury in their murder case against him.

Hernandez was in court Wednesday for what was supposed to be a probable cause hearing, but prosecutors said the grand jury is still considering the evidence against him.

Judge Daniel O'Shea considered defense objections to a delay but decided to reschedule the hearing for Aug. 22. Hernandez will continue to be held without bail until then.

Also Wednesday, O'Shea ruled in favor of media organizations, including The Associated Press, that were seeking access to more documents in the case, including two arrest warrants, additional search warrants and other materials. The records will be released at 3 p.m. Thursday if no one appeals.

Defense attorney James Sultan objected to the documents' unsealing, saying he understood the media's "insatiable appetite" but that the release of records is undermining Hernandez's right to a fair trial.

Hernandez has pleaded not guilty to murder in the death of Odin Lloyd, a 27-year-old Boston semi-professional football player whose body was found June 17 in an industrial park near Hernandez's home. He had been shot five times.

Additional evidence includes boxes of ammunition found at a condominium Hernandez leased and a magazine for a .45-caliber Glock in a Hummer registered to him, said Bristol County Assistant District Attorney William McCauley. Authorities say Lloyd was killed with a .45-caliber gun, though it apparently has not been recovered. McCauley said an ammunition box had Hernandez's fingerprints on it.

Sultan said his client has already been jailed for four weeks and that the district attorney could have waited to bring charges, but chose to go ahead last month.

"He made it sound like a slam dunk case," Sultan said.

Outside court, another of Hernandez's attorneys, Charles Rankin, said he was "extremely disappointed" that prosecutors weren't prepared to go forward and that he's confident Hernandez will be exonerated.

Hernandez's girlfriend, Shayanna Jenkins, was in court for the hearing ? Hernandez mouthed "I love you" in her direction before he was led out. She did not respond to reporters' questions as she left the courthouse.

Members of Lloyd's family also attended the hearing but did not comment.

Prosecutors say Hernandez orchestrated Lloyd's killing because he was upset at him for talking to people Hernandez had problems with at a nightclub a few days earlier.

They say Hernandez and two associates, Ernest Wallace and Carlos Ortiz, drove with Lloyd to the North Attleborough industrial park. Authorities have not said who fired the shots, but documents filed in Florida ? and released since Hernandez's last court appearance ? paint the former Patriot as the triggerman. According to the records, Ortiz told police that Wallace said Hernandez fired the shots.

Hernandez was kicked off the team within hours of his arrest. New England Patriots coach Bill Belichick broke his silence Wednesday, saying the Patriots will learn from "this terrible experience," and that it's time for New England to move forward.

"We'll continue to evaluate the way that we do things, the way that we evaluate our players and we'll do it on a regular basis," Belichick said. "I'm not perfect on that, but I always do what I think is best for the football team."

Wallace and Ortiz also are facing charges. Wallace pleaded not guilty to a charge of being an accessory to murder after the fact. Ortiz has pleaded not guilty to a gun charge.

Warrants released Tuesday in Hernandez's hometown of Bristol, Conn., show police found ammunition, a gun box and documents tied to Ortiz and Wallace at the home of Hernandez's uncle.

The warrants were used to search that home, where Ortiz said he lived; an apartment also linked to Ortiz; and a rental car police say was used by Wallace and Ortiz to return to Connecticut after the shooting.

The items seized from the home included clothes, Correction Department documents linked to Ortiz and Wallace, a plastic gun box and two boxes of .38-caliber ammunition.

Bristol police also have been investigating a possible link to a 2012 double fatal shooting in Boston, and earlier said they had seized an SUV wanted in that investigation from the uncle's home. Court records say it had been rented in Hernandez's name.

The corpus delicti or body of evidence in this case is the defendant himself who was convicted yesterday for his role in the 2004 shooting at a Pico Rivera liquor store.


Garcia?s elaborate tattoo caught the eye of an officer in 2008 when he was picked up for driving with a suspended license. He was suspected of being part of the Rivera-13 gang and his tattoos were photographed. Later, Det. Sgt. Kevin Lloyd was looking through a mug book and was struck by what ?looked like a murder from way back when.? (That alone is a pretty darned impressive catch). He drove to the store and pulled the old case file.

The shooter is portrayed as a ?Chopper? (Garcia?s gang nickname) and the victim, John Juarez, is depicted as a peanut (the symbol of the rival gang. To make sure that there is no mystery as to the message, the tattoo features the words ?Rivera kills.?

At trial, police introduced testimony that, while behind bars, Garcia confessed to officers posing as gang members.

This rivals the stupidity of writing a popular rap song on your prior unsolved crimes.

Ford and Toyota to end hybrid system partnership

Ford Motor Co. and Toyota Motor Corp. would terminate a partnership to develop gasoline-electric systems for pickups and sports utility vehicles. Raj Nair, Ford?s product development chief, told Bloomberg through telephone that the carmaker is on pace to bring its rear-wheel-drive hybrid system to market later this decade. He said that Toyota and Ford mutually agreed to end their partnership after the research and development phase. Nair remarked that both Ford and Toyota ?gained from each other?s expertise and insight.? He told Bloomberg that they have developed ?a lot of expertise in-house? and determined that they could deliver the system on their own. Ford chief executive Alan Mulally and Toyota President Akio Toyoda personally handled the discussions over the partnership, which was announced in August 2011.

After then, Ford has increased sales of hybrid and plug-in versions of the Fusion sedan and the C-Max wagon in the United States, threatening the dominance of the Japanese carmaker in the country?s hybrid market with its Prius.

Ford and Toyota will still work jointly on standards for in-car technology and communication systems. Toyota said in a statement that the carmakers also "will consider other areas for future collaboration as well."

Nair said that Ford and Toyota have inked a deal in China to share emergency and customer-call centers. Ford recently disclosed that it more than quintupled its electric-drive deliveries to 46,197 in the first half of 2013. Toyota still leads the segment with 176,506 sales, reflecting a 4.4-percent rise over 2012. According to data compiled by Bloomberg, electric-drive deliveries across the industry surged 23 percent to over 287,000 units.

The evolution of the Internet continues as states take an increasingly active role in shaping it. The latest evidence: the UK?s David Cameron has announced a spate of new initiatives aimed at regulating and limiting people?s access to pornography.

Every household in the UK is to have pornography blocked by their internet provider unless they choose to receive it, David Cameron has announced.?In addition, the prime minister said possessing online pornography depicting rape would become illegal in England and Wales ? in line with Scotland.

In a speech, Mr Cameron warned that access to online pornography was ?corroding childhood?.?The new measures will apply to both existing and new customers.

Mr Cameron also called for some ?horrific? internet search terms to be ?blacklisted?, meaning they would automatically bring up no results on websites such as Google or Bing.

Once upon a time, the Internet was a kind of paradise. It was a digital utopia with no police, and many saw it as an agent of rapid democratization. But human nature is a constant, and ever since its creation the Internet has been losing its utopian quality bit by bit.?Today the Internet is filled with powerful state presences watching everything we do. It is a battlefield where states search for new ways to vie with one another in the digital world. And every kind of crime flourishes there.

Yet the good things are still there too. Cyberspace may be no better than meatspace, but it is also no worse. And the problem of allowing as much freedom on the net as is compatible with public safety is pretty much the same problem all human societies face as they balance state power and freedom in their daily lives.

We don?t live in Eden any more; the gates of the earthly paradise are closed. States are extending their reach into the last frontier, and the sheriffs and the schoolmarms are coming to tame the Wild West. The range is going to be increasingly closed up and fenced in, and a lot of Internet businesses will have to adapt or be left behind.

Shared Content Store in Microsoft App-V 5.0 ? Behind the Scenes

imageFollowing on from my introduction to Shared Content Store (SCS) in this post I want to take you behind the scenes of what actually happens when we put our App-V 5.0 Client into this mode. The easiest way to understand how things work is by first looking at how things happen when launching an application for the first time in normal mode.

Normal Mode (Default)

As you can see the first time the application is launched the App-V Streaming Filter interjects in order to provision the requested page to the client and in turn also commits that to the local disk within the cache. This means subsequent launches will not trigger any streaming of content as it will be held locally within cache. Now let?s take a look at how things how work when in Shared Content Store mode.

Shared Content Store

As you can see the only difference with Shared Content Store mode is that the assets are never committed onto the local disk. This means all subsequent launches will trigger the App-V Streaming Filter to intercept the page reads and stream the assets to the client. Therefore the assets of the application only ever reside in memory, the only part of the application that will be on disk is Feature Block 0, read more on that here.

Impact

When talking about SCS often questions are raised about impact and what additional overheads there are. The first thing to mention is that SCS is primarily designed for datacenter based solutions such as VDI/RDS environments, where fast connected storage is standard. Secondly as you have seen from the comparisons above, there is no actual overhead in terms of process, the only difference being that we do not commit to disk, in many environments this is a key benefit as it is helps to save premium disk space which would have otherwise been required to hold the App-V cache.

Multi-user

When talking about multi-user environments such as RDS where many users will be using the same platform at once, Windows Memory Management (WMM) will ensure efficiency of RAM usage for App-V applications as it would for any locally installed application. What this means is if one user is already using an App-V application, subsequent launches by other users on the same machine will not trigger multiple repeat streams of the content as WMM can utilize the shared pages already in memory. In the above graphic we can take the example where one user logs on and launches a line of business application, every user thereafter who launches that same application does not cause WMM to trigger a page read from disk as the assets are already available as shared pages in RAM, therefore the streaming filter is not required to step in to retrieve the content.

Multi-machine

clip_image006The real impact to consider when utilizing SCS is the load on the storage solution itself.

In such scenarios you will have multiple clients requesting content from the content store in potentially a much more frequent and persistent fashion than you would have in normal mode.

Therefore it is important to test and size your backend storage provisioning sufficiently. The approach taken for this will differ vastly between environments and will depend on numerous factors such as connectivity, performance and content size.

Hybrid

There is of course the option to take a hybrid approach which means caching certain applications locally and letting SCS dynamically stream the remaining applications. For example you could put your client into SCS mode and mount your LOB applications locally using the Mount-AppvClientPackage PowerShell command.

Dallas' early season injury woes continue, as it appears Crawford suffered a serious leg injury on Sunday. In other injury news, the Miami Dolphins placed rookie Dion Jordan wason the Non-Football Injury list while he continues to rehab his surgically repaired shoulder.

Second-year Dallas Cowboys defensive end Tyrone Crawford was carted off the field with what appeared to be a serious lower-leg injury during the team's opening day of training camp on Sunday. Just one hour into practice, the second-year man went down, and was reportedly referring to it as an Achilles injury as he was taken off the field. The injury caps a rough couple of days for the Cowboys, who placed Jay Ratliff and Mackenzy Bernadeau on the preseason physically unable to perform list over the weekend.

Dolphins place Dion Jordan on injury list

Just one day after signing defensive end Dion Jordan to a rookie contract, the Miami Dolphins have placed their 2013 first-round pick on the Non-Football Injury list. The move is not a surprise, as the No. 3 overall selection has been rehabbing a surgically-repaired shoulder since February. The NFI list prevents a player from practicing with the team, though they can continue to attend team meetings and can be removed from the list at any time. Expectations are that the Oregon product will take a week or two to finish healing before being cleared as a full practice participant.

Patriots sign rookie FA Justin Green

The New England Patriots signed rookie free agent Justin Green on Sunday afternoon, bringing their total roster to 89, just one below the 90-man limit. Green, a cornerback out of Illinois, is a long shot to make the final cut, but was productive in his senior season with the Illini, starting 11 games and recording 36 tackles and six pass breakups.

Cutler facing make-or-break year with Bears

Entering the final year of his contract with the Chicago Bears, Jay Cutler will be under pressure to perform in 2013. That pressure will not affect his play, however, according to Jeff Dickerson of ESPNChicago:

If Cutler has a great season for the Bears in 2013 he can expect to sign a new deal in the range of $18-$20 million per year. But even if he plays his way out of Chicago, a team out there will pick him up and give the quarterback around $15 million per season.

The coming season is shaping up to be a big one for Cutler, who's been one of the NFL's better quarterbacks since entering the league in 2006, but has failed to live up to some of the loftier expectations. He has thrown at least 19 touchdowns in three of his four years since joining the Bears, but has led his team to the playoffs only once during that span.

"What do you want to do with your life?" It's a question that almost every young adult is faced with after graduating college or university. For some, the answer is simple: grad school, medical school, travel or volunteer. For many, the answer is unclear.

It's difficult to know what you want to do with your life without experience. For me, I tried as much as I could before I graduated university -- including running my own business, which I sold when university ended in order to live in Australia and Singapore -- and gained even more great experiences that shape much of what I have done in life. Today's young adults are tomorrow's leaders, a generation exposed to more information and resources than many of us thought possible. The Internet and social media offer more opportunities for self-education than ever. With this in mind, young adults are asking: Do I need higher education?

(1) There are a lot of lessons that you won't learn in the classroom: A master's program is not an across-the-board answer for all; it really depends on your field of study. When it comes to something quantitative like accounting, an MBA will likely give you a high ROI. If you're going into a field that is more focused on coming up with creative ideas or sales pitches, hands-on experience may be a more effective teaching tool. Learning how to interact and collaborate with people is essential for success. Anyone who works in an office can attest to the fact that good people skills are a necessity.

(2) Soft skills are essential to becoming successful: A broad knowledge is key when it comes to successful networking. It is life experience and self-education that develop these skills; for example, following key entrepreneurial influencers, or writing a daily blog to develop writing skills. Information is more readily available than ever; access to education is literally in the palm of your hand.

(3) Customers want the best experience: When it comes to the market, your level of education becomes much less relevant. Higher education may look great on paper, but it's not going to guarantee that you can satisfy an unhappy customer. There are a plethora of websites and blogs dedicated to sharing knowledge about customer care, entrepreneurship, leadership and the like. I have found these types of resources to be very useful and informative. As a business owner, I actively keep myself informed and up-to-date with the industry. It also connects me to influential people that I can learn from.

(4) When exploring career paths, ask yourself: What does day-to-day work look like? One thing people tend to overlook when pursuing a career is asking this simple, yet necessary, question. Business verbiage is very ambiguous; it's best to ask people working in the field or participate in an internship if you can. Look up blog posts on people's experiences in a given field or reach out to someone who inspires you. Connecting and engaging will help give you an inside look at a career experience.

(5) Temporary work is somewhat of a "stepping stone": Consider this before committing to higher education. Entry jobs provide you the opportunity to get your feet wet and explore different types of work environments. How do you come across these job opportunities? Do your research. LinkedIn is a great tool that reveals people's backgrounds and career evolution and is a good gauge of what kind of experience you'll need.

(6) Ten heads are better than one: If you're interested in entrepreneurship, the incubator model is something to consider. The latest learning experience offers a hub where like-minded individuals can come together, collaborate and learn from one another through hands on experience. Why not start up your own? Another great option is a post-secondary diploma or certificate; these are typically one year in length and often offer a co-op that provides hands-on work experience. There may be opportunities to complete the course online, giving you time to work in conjunction to achieving your degree.

(7) Social media is an essential tool for exploring your passions and planning your future: There is a wealth of knowledge readily available, whether it be reading tweeted articles or watching educational videos like Ted Talks. The important thing is to expose yourself to as much as you can so that you can confidently decide your future endeavours.

Tongue-tied monarch? Belgium's Philippe faces a linguistically split country

King Albert is set to abdicate in favor of his son on Sunday. But many doubt Philippe's ability to bridge Belgium's Flemish-French divide.

As a result, she and her husband have seen the country's divide over the monarchy first hand. Most of her friends from Flanders are critical of the monarchy, while her husband's French-speaking friends are mostly satisfied with the current situation.

Mrs. Docus is more upbeat about the king than her Flemish friends. ?King Albert has helped to keep the country together,? she says, standing in the door of her apartment in Leuven, a Flemish city of around 100,000 inhabitants.

But with King Albert II set to abdicate on Sunday to make way for his son Philippe, some in the famously divided country are wondering: Does the monarchy really have a place in modern Belgium? And if it does, is Philippe ready for the role?

Flanders and Wallonia

Belgium is a federal state that consists of three regions with their own legislative powers: Flanders, Wallonia, and the capital region of Brussels. Flanders has a population of about 6.2 million inhabitants, Wallonia has almost 3.5 million, and greater Brussels has over a million. But despite nearly 200 years of shared history, the country has long had a cultural split between ? and separatist movements among ? Flemish-speaking Belgians in Flanders and French-speakers in Wallonia.

Consensus across Belgium's language barrier is rare. This includes public opinion on the country's monarchy. While 66 percent of the French-speaking Belgians said in a recent poll that they have faith prince Philippe will be a good king, just 49 percent of the Flemish Belgians shared that trust.

To a substantial part of the French-speaking population, the Belgian king is one of the few remaining national symbols, says Bart Maddens, professor at the Centre for Political Research at the University of Leuven. ?Many French-speaking Belgians see the king as the cement that holds Belgium together,? he says.

But he adds that ?Brussels is probably a stronger cement.? If Belgium were to be divided into an independent Flanders and Wallonia, both entities would want to incorporate the economically and logistically important Belgian capital.

Separatism is much stronger in the economically more successful Flanders than in poorer Wallonia. Fifty-six of the 221 members of the federal parliament are Flemish nationalists that want independence or at least greater autonomy for the regions.

Those that oppose a strong Belgian state are usually no fan of the monarchy, since the Belgian king is a ?symbol of the status quo,? according to the Flemish newspaper De Standaard.

That extends to members of the Belgian parliament. On Sunday, Philippe will take the traditional oath to uphold the country's constitution and laws, maintain the country's independence and safeguard its territory. Of the 56 Flemish-nationalist parliamentarians, only 14 are expected to attend this ceremony.

Political powers

Philippe will start his reign on Belgium's National Day, exactly 182 years after Leopold I became the first king of the Belgians, on July 21, 1831. The Belgian state had just become independent from the Netherlands a year earlier, and needed a monarch as a ruler.

However, the Belgian constitution, approved just a few months before Leopold's crowning, limited the king's powers and was one of the most liberal constitutions of the time, says Professor Maddens. The king was given the obligation to sign laws into effect, but no veto power.

In 1990, Albert's predecessor and elder brother, King Baudoin caused a political crisis by refusing to sign a law on abortion. In a constitutionally controversial measure, the government declared Baudoin ?unable to rule? and signed the law for him. Two days later, they declared Baudoin able to rule again and he continued his reign.

According to Maddens, a repetition of that ?constitutional subterfuge? is unlikely. ?If Phillipe decides he can't sign a certain law, that would be the end of the monarchy.? But the king is still required to sign laws, so the problem remains ? and there is no political consensus on a solution.

Herman Matthijs at the Ghent University suggests that the Belgian king should have no political influence at all. He points to recent developments in the Netherlands as an example. The Dutch parliament decided last year that the monarch no longer would have a role in coalition talks that follow elections.

?The Dutch were able to swiftly form a government without the queen,? says Professor Matthijs, who wants an end to the king's involvement in the coalition talks.

A Belgian wrinkle

But while Belgian politics features the same diverse left-center-right spectrum that exists in most European democracies, coalition building is complicated by the linguistic communities. Most political colors are represented by both a Flemish and a French party ? doubling the number of voices that must be brought to the negotiating table.

The coalition that backs the current federal government of Prime Minister Elio Di Rupo consists of six parties: the Social-Democratic, Liberal, and Christian-Democrat parties from both regions. The talks to form Mr. Di Rupo's government took a record-breaking 541 days.

The role of King Albert in those coalition talks ?was not marginal,? says Maddens. In his yearly speech on Belgium's National Day in 2011, already over 400 days after the elections, Albert made no effort to hide his anger and frustration at the political impasse. De Standaard noted that an authoritative king can function as a mediator.

On the other hand, Albert's influence evidently should not be overestimated, otherwise he would have been able to break the impasse much sooner, says Matthijs.

The royal for the job?

Philippe's greatest fear is that Belgium will one day fall apart, historian Mark van den Wijngaert wrote in the book "Belgi? en zijn koningen" (Belgium and its kings). ?He likes to appear as a builder of bridges between the communities.?

However, it is unlikely that Philippe will have gained enough authority to sway much influence in the next coalition talks, says Maddens ? and elections are just ten months away.

And he is still marked by the high-profile doubts of Herman Liebaers, the marshal of his uncle's royal household, who said in 1991 of Philippe's leadership prospects, "He can't do it, can he? A sad case."

But his ?wooden and jerky? image might subside in time, says Mrs. Docus from Leuven. She points out that at the beginning of Albert's reign in 1993, many also criticized his nervousness.

?Now everyone is saying what a great king he was. We should give Philippe a chance.?

She was in a "very serious condition" and underwent antibiotic, antiviral and hormone treatments, along with daily X-rays, during her therapy, the Global Times cited doctors as saying.

Qiu, from Zhenjiang in the eastern province of Jiangsu, is the world's first H7N9 survivor to give birth, the paper said.

"Her lung was severely infected and she needed a respirator to breathe because she was suffering from respiratory failure," it quoted Qiu's doctor Sun Lizhou as saying.

Qiu was discharged from intensive care in May but stayed in hospital until she delivered the baby -- a 3.3-kilogram (7.3-pound), 50-centimetre (1.6-feet) girl -- on Wednesday.

"It was a miracle," Sun said according to the paper.

The first human cases of the H7N9 virus were reported in late March and it had infected 132 people in mainland China, killing 43 by the end of June, according to official data.

Experts fear the possibility of the virus mutating into a form easily transmissible between humans, with the potential to trigger a pandemic.

Both Qiu and her baby were in stable condition but the child will have to be checked regularly for any possible effects of the virus, Sun added, according to the report.

Texas governor signs strict abortion law that sparked protests

AUSTIN, Texas (Reuters) - Texas Governor Rick Perry on Thursday signed into law tough new restrictions on abortion, including a ban after 20 weeks of pregnancy, marking one of the biggest victories in a decade for opponents of the procedure in the United States.

Perry, a Republican, signed the measure flanked by invited political supporters and anti-abortion activists, who gave him a standing ovation as he entered the room.

"It is a very happy and celebratory day," said Perry, who thanked anti-abortion activists for helping to "support the health of Texas women."

Outside, about two dozen protesters dressed in black shouted "Shame," and "The blood of Texas women is on your hands!"

Republican lawmaker Jodie Laubenberg, who sponsored the bill, said "the hand of God" allowed her and others to overcome fierce opposition and pass the measure in the Texas legislature.

Cherie Weaver, wearing a black dress to protest the law, said democracy had failed Texas women. "The separation of church and state has been completely undermined in this fight," she said, referring to the U.S. tradition of keeping government and religion at arms length.

The Roman Catholic church officially opposes abortion as do many conservative Protestants.

Texas Republicans, who have a large majority in the state legislature, pushed through the restrictions over the fierce objection of Democrats and supporters of the right to abortion.

Democratic state Senator Wendy Davis briefly caught national attention last month by staging a filibuster to stall the restrictions, although her gambit ultimately failed.

"When Governor Perry signed the bill, he signaled a clear break with Texas families," Davis said in a statement, adding that Perry was siding with "special interests" over women's health.

Supporters of abortion rights have vowed to immediately challenge the new law in court.

"We believe parts of this law are unconstitutional and are working to stop it from taking effect," Cecile Richards, President of Planned Parenthood Action Fund, said in a post on twitter. Planned Parenthood is the nation's largest abortion provider.

Several other conservative states have approved piecemeal abortion restrictions, but Texas is by far the most populous and politically important, and it took more dramatic action by combining several measures into one bill.

The Texas measures are also more far reaching than a ban passed by the U.S. Congress in 2003 on a type of late-term abortion called "partial birth," which covered only a small fraction of abortions performed each year.

Texas joins 12 other states which have passed bans on abortion after 20 weeks, citing disputed research that a fetus feels pain by that stage. North Dakota and Arkansas have gone further, banning abortion as early as six and 12 weeks respectively.

The current limit for abortions in Texas is 26 weeks.

Texas is also requiring all abortion facilities to meet the same standards as outpatient surgery centers by September 2014, and forcing doctors performing abortions to have the right to admit a patient to a hospital within 30 miles of a clinic.

The law will prohibit anyone other than a doctor dispensing the so-called "abortion pill," or RU-486 drug, to end pregnancies, and require that a second dosage be administered at a clinic under a doctor's supervision and not at home.

Texas already has a law passed two years ago requiring a woman to undergo an ultrasound and be shown the results, before an abortion can be performed.

Opponents of the new Texas law say it will be found unconstitutional because the landmark Roe v. Wade Supreme Court decision in 1973 allowed abortion up to the point a fetus is viable, or can live outside the womb.

Supporters of the Texas law say technology for treating premature babies has resulted in survival at earlier stages of gestation. They say that the government has a compelling right to protect the fetus as early as 20 weeks.

The Republican-led U.S. House of Representatives last month passed a ban on abortion after 20 weeks, although the measure has little chance of passage in the Democratic majority Senate.

Planned Parenthood and other operators of clinics have warned that only a handful of the 42 facilities in Texas providing abortions now meet the standards set in the new law, and the cost of upgrading could force dozens to close. Supporters of the law say that is an exaggeration.

Some legal challenges of other state laws have been successful. A federal judge on Wednesday extended for two more weeks a hold on a Wisconsin provision requiring doctors performing an abortion have admitting privileges at a hospital, while the judge studies whether to block the law.

The U.S. Supreme Court has not ruled recently on an abortion case. In 2006 it narrowly endorsed, 5 to 4, the U.S. Congressional ban on "partial birth" abortions.
